MEET THE TEAM


Calista H. Smith, PMP, MBA

Founder & President 

Calista launched Scale Strategic Solutions in 2011 to “turn information into action with expertise and love,” a core value that powers the firm’s work across education, public health, social services, and economic development. She combines her Professional Project Management practices with an MBA from the University of Michigan Ross and a bachelor's degree from Villanova University in Communication, ensuring every engagement blends analytic rigor with a people-first perspective. 


As president, Calista has steered strategy, evaluation, and implementation projects for the Bill & Melinda Gates Foundation; Interact for Health; Ohio’s Department of Higher Education, Department of Education, and Department of Health; Ohio Excels; Westat; and regional councils of the Ohio Children's Trust Fund. She has tranformed complex evidence into applicable decisions that strengthen communities. Her portfolio also spans organizational development work for Cincinnati State, Education Strategy Group, the Institute for Higher Education Policy, Middletown Moving Forward, the Park Board of Galveston, Civitas Development Group, and the Vermont Department of Health. 


Calista’s earlier roles, supervising workforce development programs at Butler Tech, gathering and implementing business requirements at Haverstick Consulting, and managing evaluation and grantmaking at KnowledgeWorks Foundation helped ground her strategic counsel in frontline practicality. 


Calista’s commitment to the social sector extends beyond client work. She volunteers with Lydia’s House and her local church and serves on alumni councils for Darlington School and Villanova University Black Alumni, embodying Scale’s values of community-centered progress.

Aquila Beach, LISW-S

Social Work Curriculum Advisor  

Aquila brings two decades of frontline and academic social work experience to Scale Strategic Solutions. Since 2024 she has been Social Work Curriculum Advisor helping Scale craft e-learning content for practicing professionals. She also serves as an adjunct professor in Miami University’s graduate social-work program, mentoring students through field placements and co-creating course syllabi.  


 Aquila also  supports K-12 students as a school social worker for Cincinnati Public Schools and earlier managed a county-wide support-services team at LifeSpan, where she directed program budgets, professional-development, and data-driven impact reporting. She has also served as a Student Support Services Counselor, a School Based Therapist, and a School Social Worker in school districts in Connecticut, Ohio, and Illinois.  


Aquila holds an M.S.W. from Loyola University Chicago and a B.A. in Psychology from the University of Cincinnati. She maintains Ohio’s  independent social-work license with supervisory designation (LISW-S). A published researcher, she anchors every curriculum in evidence in service of one goal: turning evidence and empathy into action.  

Julie S. Bedi, Ph.D., Ed.D.

Research and Evaluation Associate 

Julie combines deep-dive analytics with narrative clarity to help partners see both the forest and the trees. Since 2019 she has designed mixed-methods studies at Scale Strategic Solutions—designing program evaluations, crunching quantitative and qualitative data, and translating results into action-ready reports for education and health clients . 


Before Scale, Julie spent five years at Clemson University turning raw data into policy-shaping insights: she linked statewide data sets to predict neonatal opioid withdrawal rates, built models on four million records in hospital databases, and led patient-centered focus groups that shaped oncology care. Her earlier classroom experience both as a university and K-12 mathematics instructor, gives her a practitioner’s eye for how findings land with real educators and students from diverse backgrounds. 


Julie’s academic foundation covers applied research and pedagogy. She earned a PhD and Master's in Applied Health Research & Evaluation from Clemson University. She  also earned  degrees in education with an EdD in Curriculum & Instruction from Bob Jones University and a MAT in Secondary Mathematics Education from Clemson. Julie also has a BS in Mathematics from Southern Weslyan University. This mix of methodological depth and classroom insight anchors her commitment to research that is statistically sound, people-centered, and ready for real world use. 

Lisa Rose-Schell

Senior Instructional Designer

Lisa turns learning science into engaging courses and friction-free LMS experiences. Since May 2023 she has been building eLearning modules, infographics, and job aids and coaching colleagues on adult-learning best practice. 


She has served as an instructional designer for decades. Earlier career wins include leading a seven-week, end-to-end LMS launch at Fourth Enterprises with certification pathways for the HotSchedules curriculum; spending eight years refining cloud-product training, compliance courses, and gamified updates at Saba / Cornerstone University; and crafting leadership, sales, and systems curricula for PNC University, a Training Magazine Top 125 organization. 


Lisa holds a bachelor's degree in Human Factors Psychology from Wright State University, keeping her designs squarely focused on how people actually learn. Whether launching a new platform or polishing a single slide, Lisa’s goal is the same: make every learning moment intuitive, engaging, and measurable. 

Autumn L. Smith

Project Manager

Autumn is the operational catalyst behind many of Scale’s engagements. Since joining the firm, she has shepherded a statewide mental health evaluation from kickoff to final report, led participant recruitment for cancer control and community health studies, and convened forums and process mapping workshops that translate community voice into actionable improvements. 


Her knack for disciplined delivery was practiced and honed in earlier positions. As Prevention Manager at Women Helping Women, she introduced new policies and boosted departmental productivity through sharp onboarding and workflow fixes. Before that, she directed NorthKey Community Care’s Regional Prevention Center, guiding a six-member team, coordinating more than ten partner agencies, and stewarding $500 K in grant funds for evidence-based health programs. 


Autumn holds a B.S. in Community & Public Health from Ohio University, grounding her project management in solid public-health science and a commitment to equity. Whether aligning timelines or amplifying community voices, she keeps every assignment on time, on target, and centered on impact.
