Strengthening Opportunities for Ohio's Small Businesses:
Insights from the ODOT SBE Study

The Ohio Department of Transportation (ODOT), in partnership with BBC Research & Consulting and Scale Strategic Solutions, recently completed a comprehensive review of its Small Business Enterprise (SBE) Program. Through surveys, interviews, and stakeholder engagement, small businesses from across Ohio shared their experiences navigating ODOT contracting opportunities. Their feedback was combined with procurement data, a business availability study, a national review of similar programs, and input from ODOT staff to identify meaningful opportunities for program improvement.
The resulting recommendations focus on making the SBE program more accessible and effective for Ohio's small businesses. Proposed strategies include:
· Streamlining certification
· Expanding contracting opportunities
· Strengthening technical assistance
· Improving transparency
· Creating more pathways for businesses of varying sizes to successfully compete for ODOT work
ODOT is currently reviewing these recommendations and will determine which initiatives will move forward through future implementation efforts.
